ACCOUNTING TECHNICIAN, SENIOR

Definition:
Department’s or the County’s fiscal system. To perform a variety of the most difficult and complex paraprofessional, technical account and statistical record keeping work in connection with the development, maintenance, and processing of County fiscal and statistical records. To provide information and assistance regarding inquiries concerning an assigned work area. To provide lead direction, training, and work coordination for other fiscal support staff, when assigned; and to do related work as required.

Desirable Qualifications
Knowledge of:
Methods, practices, and terminology of financial and statistical record keeping. Laws, rules, and regulations governing the maintenance of fiscal records in the area of assignment. Principles and terminology of accounting. Good public relations techniques. Maintenance of files and information retrieval systems. Computerized financial information systems used by the County. Modern office methods and procedures. Principles of lead direction, training, and work coordination.

Ability to:
Perform a variety of the more complex and specialized paraprofessional financial and statistical record keeping work. Provide lead direction, training, and work coordination for other staff, when assigned. Assist with budget preparation and expenditure control. Read and understand codes, statutes, and information related to financial and statistical record keeping work. Gather and organize data and information. Prepare financial and statistical reports. Make mathematical calculations quickly and accurately. Work with computerized financial and special information systems and use a computer for financial and statistical record keeping work. Deal tactfully and courteously with the public and other staff when explaining the functions and policies of the work area where assigned. Establish and maintain cooperative working relationships.

Training and Experience:
Any combination of training and experience which would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:

Two (2) years of previous financial and statistical record keeping work experience comparable to that of an Accounting Technician II with Trinity County.

Typical Physical Requirements:
Sit for extended periods. Frequently stand and walk. Normal manual dexterity and eye-hand coordination. Lift and move objects weighing up to 25 lbs. Corrected hearing and vision to normal range. Verbal communication. Use of office equipment, including computer, telephone, calculator, copiers, and FAX.

ACCOUNTANT I

Definition:
Under general supervision, to perform a variety of accounting, fiscal analysis, and auditing in the preparation, maintenance, and analysis of County/Department fiscal records and financial transactions; to learn County fiscal policies, procedures, and computerized fiscal management, payroll, and tax systems; and to do related work as required.

Qualifications:
Knowledge of:
General accounting theory, principles, and practices and their application to a variety of accounting transactions and problems. Basic knowledge of laws, rules, regulations, and policies affecting the financial operations and transactions of the County. Government cost accounting and budgeting.  Auditing theory, principles, and techniques and their application to government finance. Principles of
account classification. Budget development and control.

Ability to:
Perform a variety of accounting and financial transaction work. Learn and work with the County’s computerized financial management, payroll, and property tax systems. Proficiently use a variety of computerized spreadsheet, word processing, and data base software. Analyze and evaluate financial information, researching and gathering appropriate information to resolve problems. Monitor and update fiscal records. Prepare a variety of financial reports and statements. Gather, organize, analyze, and present a variety of information. Make mathematical calculations quickly and accurately. Use a computerized financial management system. Establish and maintain cooperative working relationships.

Training and Experience:

Some experience in performing accounting and fiscal control work is highly desirable.

Education equivalent to successful completion of courses required for a major in accounting at an accredited four (4) year college or university, or successful completion of a professional accounting curriculum which included courses in elementary and advanced accounting, auditing, cost accounting, and business law. (An additional two years of technical/professional accounting/auditing experience may be
substituted for the required education.)
